Stefan Baral is the director of the Key Populations Program at the Center for Public Health and Human Rights at the Johns Hopkins Bloomberg School of Public Health. With the Inner City Health Associates (ICHA), Stefan co-led the development of an isolation and recovery site for people experiencing homelessness in Toronto. He has also helped support infection prevention and control and outbreak management at shelters throughout COVID-19 and more recently has led the ICHA COVID-19 vaccination team. Stefan has co-authored more than 15 peer-reviewed manuscripts related to COVID-19 that can be seen here.

Mandating COVID-19 vaccines amounts to a passive and insensitive infection-control measure that does not address the real drivers of COVID-19 infection. Moreover, it deviates from the core principles of public health, eroding trust between public health and those it serves.
